Policy For School Board Elections

Number of Board Members to be Elected

The Board of Education, a body corporate, shall consist of nine (9) trustees elected at large by the qualified voters of the Plattsburgh School District, such members to serve for terms of three (3) years on an election rotation schedule. At the annual district meeting at least one (1) Board Member (but more than one when another vacancy may occur as the result of an unexpired term) shall be elected to take the place of one whose term of office expires.

Election Procedure

The annual school district election shall be held on the same day as the annual budget vote which shall be on the third Tuesday of May, unless the Board of Education requests certification from the Commissioner of Education that such date conflicts with religious observances, in which case the vote would be held on the second Tuesday in May.

Inspectors of Election

Inspectors of election shall be appointed by the Board of Education at least ten (10) days prior to each special or annual election. The Board shall appoint for each election district three (3) qualified voters to act as inspectors. Additional election inspectors may be appointed at the discretion of the Board.

Voting

Voting must be by printed ballot or on voting machines on all propositions that are required by law to be voted upon.

Notice of Election

The Board of Education shall cause a notice of the annual or a special school election to be advertised four (4) times within the seven (7) weeks preceding the date of the annual meeting to begin at least forty-five (45) days before the date of the annual meeting.

Nominating Procedure

Nomination for a member of the Board shall be by petition signed by at least one hundred (100) persons qualified to vote at school elections in the District. Such petition shall include the signers’ addresses and shall state the candidate’s name and address. Such petition shall be filed with the Clerk of the District between the hours of nine a.m. and five p.m. on or before the twentieth day preceding the day of the annual election. Board Candidate names will be drawn the following day, at 9:00 a.m., to determine the order names appear on ballot. The public is welcome to participate. Petition forms may be obtained at the District Office from the District Clerk.

Preparation of Calendar for Annual Election

The Superintendent of Schools shall be responsible for adhering to an election calendar, which shall be constructed by the Superintendent of Schools or his/her designee and shall identify the necessary annual election activities and delegate performance of each activity in accordance with the applicable provisions of the Education Law and Regulations, if any, adopted by the Board to implement this policy.
